I filed [HDDS-17699](https://issues.apache.org/jira/browse/HDDS-17699) under [Zero Downtime Upgrade (ZDU)](https://issues.apache.org/jira/browse/HDDS-14496) epic and raised https://github.com/apache/ozone-site/pull/598, which only updates the finalization commands for 2.3.0. I moved this PR to draft and the jira to [Zero Downtime Upgrade Phase 2](https://issues.apache.org/jira/browse/HDDS-16021) epic.
