{{hadoop-ozone/dev-support/checks/install/bats.sh}} currently installs the
libraries {{bats-assert}} and {{bats-support}} in {{dev-support/ci}}. It would
be better to install them along {{bats-core}} in {{.dev-tools/bats}}.
