## What changes were proposed in this pull request? Conditional delete and MPU completion can silently run unconditionally on older OMs. Add client version gates and OM disabled-feature checks, including the ETag-only create path. Conditional MPU retains Ozone 2.2 support, and conditional delete remains available before ZDU finalization. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-16734 ## How was this patch tested? - JDK 21 reactor build; `TestOzoneManagerVersion`, `TestRpcClient`, `TestOMVersionManager`, and OBS/FSO create, commit, delete and MPU complete suites: 609 cases, no failures or errors, one existing layout-assumption skip. - Selected AWS SDK v1/v2 conditional delete and MPU cases, plus `TestOMUpgradeFinalization#testServiceInfoOmVersionTracksClientVersion`: 22 integration cases passed. - Removing the gates produces 32 regression assertion failures; restoring them passes the new cases. - Repository Checkstyle and PMD for the affected modules passed.
