Update the Ozone 2.2.2 release notes with release-specific upgrade guidance:
* Back up metadata, configuration, and service credentials before upgrading.
* Configure the OM, Datanode, Recon, and SCM service principals on every SCM.
* Document the full SCM checkpoint download failure in Recon when security and
gRPC TLS are enabled, and the conditional existing-database workaround using
ozone.recon.scm.snapshot.enabled=false. Periodic container reconciliation
remains enabled; manual full checkpoint downloads remain affected.
* Clarify that this patch upgrade introduces no layout-version bump.
Link to the existing upgrade and downgrade guide rather than duplicating its
generic procedure. Limit the website change to the 2.2.2 release notes. The
Recon behavior and workaround are based on released-source review and have not
been validated by a live secure-cluster upgrade test.
