## What changes were proposed in this pull request? Force-creating a tenant on a volume that another tenant already uses fails a `refCount == 1` precondition in `OMTenantCreateRequest`. This terminates every OM, and they crash again on restart when the log is replayed. This PR rejects the request with `VOLUME_IS_REFERENCED` instead.
