A container should not be able to be closed unless it has seen all 3 origins and then it should be closed at the highest seen BCSID. If it doesn't see all 3 origins it ends up QC Stuck. QC will move to closed after it sees all 3 origins too. I don't think its valid to have a 4th replica in play before the container gets closed, as nothing can replicate a container that is not closed. I see this issue was created by an AI scan - I am not sure if its a valid scenario in practice. -- This is an automated message from the Apache Git Service.
