Reverts apache/ozone#11571.
Reason for revert: follower lag is computed on the SCM leader
(log-replication lag from follower nextIndex), but the target condition is
follower-local apply lag (commitIndex vs appliedIndex), which the leader cannot
observe. Reverting to redesign around a follower-side signal.
