This subtask tracks the second implementation slice of HDDS-15908. It removes
{{org.apache.commons.lang3.tuple.Pair}} usage from {{hadoop-ozone/* module,
while keeping the codebase compile-clean.}}

Replace each Pair/tuple with a named semantic type.
OzoneManagerLock is out of scope for the ozone-manager sub-task - owned by
HDDS-15909
