Description:
Create a new submodule {{ozone-integration-tools}} for the tests that depend on
{{ozone-cli-debug}}, {{ozone-cli-repair}}.
Also:
- rename {{ozone-integration-all}} to {{ozone-integration-full-deps}} as
[suggested|https://github.com/apache/ozone/pull/11699#pullrequestreview-5623956990]
- rename {{ozone-tools}} to {{ozone-cli-other}}
