With zero downtime upgrade, there is no prepare for upgrade step to flush all
transactions from the Ratis log to the state machine in the old version, and
clusters may run in mixed versions. This means addition or removal of requests
must be handled as incompatible changes.
Create a unit test that uses a "lockfile" approach to catch these types of
issues:
* The test maintains its own list of all SCM ratis request types
* The test fails if this list does not match the prod list:
** Requests in the test list only generate a failure message saying a request
was removed which is incompatible
** Requests in the prod list only generate a failure message saying they need
to be version gated and added to the allow list in this unit test
