Summary: Unify the rolling and non-rolling upgrade acceptance
suites behind EXECUTION_MODE

The rolling upgrade acceptance suite was forked from the non-rolling one and
both were left intact, under
hadoop-ozone/dist/src/main/compose/upgrade/upgrades/. The two
callbacks/common/callback.sh files are roughly identical, so every change to
the test steps has to be written twice (see
[https://github.com/apache/ozone/pull/11645#issuecomment-6303634510]).
We can combine them into a single suite and control the execution with a
boolean ({{{}EXECUTION_MODE{}}}), similarly how we have
{{{}DOWNGRADE_AND_REUPGRADE_ROLLING{}}}.
