## What changes were proposed in this pull request? Adds teardown for source and Recon OM metadata managers, Recon DB providers, and Recon SCM fixtures opened by unit tests. Stops the test task controller before closing its databases and replaces the trigger endpoint test's unnecessary DB-backed fixture with a mocked provider. This follows the [suggested teardown experiment](https://issues.apache.org/jira/browse/HDDS-16750?focusedCommentId=18129447#comment-18129447).
