## What changes were proposed in this pull request? Each of the 19 test cases in `TestDirectoryDeletingService` starts a single-node OM. Every startup waits about 5 seconds for the default Ratis election timeout before the OM elects itself. This PR sets a short first-election timeout in `createConfAndInitValues`. Steady-state election timeouts are unchanged. The two test cases that built their own configuration now reuse it, so the setting is applied in one place. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-17450 ## How was this patch tested?
