While selecting deleted block transactions, SCM checks the number of blocks
already selected for each datanode.
DatanodeDeletedBlockTransactions#getNumberOfBlocksForDatanode recalculates the
count by scanning all transactions already selected for the datanode.
Repeating this for every candidate transaction makes transaction selection
quadratic as the batch grows.
