{{XceiverClientManager.metrics}} is static, but {{close()}} calls
{{metrics.unRegister()}} and never resets it. In a JVM with several managers
(freon per-thread FileSystems, HttpFS per-user FileSystems,
{{closeAllForUGI}}), closing one removes XceiverClientMetrics for all others,
and they are never re-registered.
