## What changes were proposed in this pull request? Move out `OzoneLocal` implementation from `ozone-tools` into a new submodule `ozone-cli-local`. "Integration" tests for `OzoneLocal` can also be moved there, since they do not use `MiniOzoneCluster`. AWS SDK v2 version needs to be moved to root `pom.xml`, now also used by `ozone-cli-local`. This makes the following dependencies unnecessary: - `ozone-tools` on server components - `ozone-integration-test` on S3 Gateway - `ozone-integration-test-recon/s3` on `ozone-tools` https://issues.apache.org/jira/browse/HDDS-15748 ## How was this patch tested?
