Add a script that works off regex or other filtering (not AI) that can analyze
a change set for potentially incompatible changes. This can be run as part of
CI, and if it finds a match, it would add a comment to the PR warning reviewers
to check for incompatibilities and link to the ZDU compatibility developer
guide. Potential areas to flag include:
* OM request {{validateAndUpdateCache}} methods
* Client and server side translators
* Proto files
