getFileBlockLocations in BasicOzoneClientAdapterImpl and
BasicRootedOzoneClientAdapterImpl calls getBlocksLatestVersionOnly() twice
(once for size, once to iterate). That helper always returns a new ArrayList
copy, so we allocate twice for no reason.
Call it once and reuse the list.
