User-facing documentation now lives in the apache/ozone-site repository, but
CONTRIBUTING.md does not say that doc changes should go there. It also links to
an outdated wiki page (Hugo based) for modifying the website. Contributors
still send doc updates to apache/ozone.
Update CONTRIBUTING.md to point website and user doc changes to a separate PR
in apache/ozone-site, and link its contribution guide. Design docs and
ozone-default.xml descriptions stay in apache/ozone.
