## What changes were proposed in this pull request? This change documents OM and SCM HA groups with more than three voting members, including majority requirements and failure tolerance for two through six members. It corrects the claim that two voting OMs are invalid and clarifies that Listener OMs do not increase failure tolerance. The documentation adds five-node configuration guidance and operational considerations: updating OM client configurations before new nodes become leader, primordial SCM availability during secure bootstrap, additional Datanode report traffic, and observed manual leadership transfer delays. ## What is the link to the Apache Jira?
