## What changes were proposed in this pull request? MiniOzoneHAClusterImpl#bootstrapSCM skips readiness waits after a successful bootstrap because they are inside the retry loop, after the success-path break. On a port conflict, the waits instead execute with a potentially null SCM, preventing the retry. This patch moves both waits after the retry loop and fixes bidirectional peer membership checks to use the peer's SCM ID. This ensures bootstrap waits for the new SCM to reach the captured leader snapshot index and, when configuration updates are enabled, for peer membership to propagate.
