The {{ozonesecure-ha}} compose environment has 3 OMs and 3 SCMs;
{{test-om-bootstrap.sh}} and {{test-scm-decommission.sh}} only bring up a 4th
node for a short time. Add an environment (or extend an existing one) with 5
OMs and 5 SCMs, secure and non-secure, and robot tests for: leader failover
with 2 nodes down, {{ozone admin om/scm roles}} and {{transfer}}, OM bootstrap
and decommission, SCM bootstrap and decommission, and a follower that catches
up through checkpoint install.
