Rebased `HDDS-15391` onto current `master` and force-pushed. There was one conflict in `SnapshotDiffManager#createPageResponse` (pagination token validation). `master` requires every non-blank token to match a diff-type prefix; this branch also supports ordered-report tokens starting with `0`. Kept the branch behavior: skip prefix validation for `0` tokens and retain the existing numeric parsing.
