{{TestOzoneManagerStarter}} has tests for options such as {{--init}} and
{{{}--upgrade{}}}, but does not test {{{}--bootstrap{}}}.
Add unit tests to verify:
* {{--bootstrap}} calls the bootstrap method.
* {{--bootstrap --force}} passes {{{}force=true{}}}.
* Invalid options do not call the bootstrap method.
* Bootstrap failures return the expected error code.
