## What changes were proposed in this pull request? The ceph/s3-tests [](https://github.com/ceph/s3-tests/blob/fb8b73092bb1dd8db829f1205a9e52e73bf9a232/s3tests/functional/test_s3.py#L1885-L1899) test fails against S3 Gateway: AssertionError: assert 'Hello Worldé' == 'Hello Worldé' The Servlet request exposes the UTF-8 metadata header bytes as a Latin-1 string, and S3 Gateway stores that value directly.
