observed bad scenrio:
1. read amplification on hbase

2. checksum failure after hsync/hflush, tracking in
[HDDS-15857](https://issues.apache.org/jira/browse/HDDS-15857) and
[HDDS-16258](https://issues.apache.org/jira/browse/HDDS-16258)
3. need to handle retry when request goes to DN raft group follower,
workaround in
https://github.com/apache/ozone/pull/10743/changes/6ccafd44589f7bfa59975f0e719c4b890e67b4cf
I will try to fix them first in other PRs first.
