To ensure compliance and data immutability on single-version OBS buckets, key
creation ({{{}PUT{}}}, {{{}COPY{}}}) must strictly respect active Object Lock
constraints and correctly inherit bucket-level retention policies. This task
implements default retention inheritance and a dual-gate (fail-fast +
authoritative) overwrite protection mechanism.
