Co-install AWS CLI v1 (pip {{{}awscli==1.38.15{}}}) and v2 (official Linux
bundled installer) in the runner image.
* {{aws}} stays on v1 (existing smoketests unchanged)
* {{aws2}} added for v2 (follow up ozone work for smoketests to use it)
