[~echonesis] For ofs, let's reject all unbracketed IPv6 authorities.
For o3fs, the OM service ID or DNS requirement applies when an IPv6 endpoint is
represented in the dotted authority. Existing forms should remain supported,
including:
1. o3fs://bucket.volume/ with the OM endpoint supplied by configuration,
including a configured bracketed IPv6 address
2. DNS, IPv4, and OM service-ID endpoint forms
