Follow-up to HDDS-16192.
StorageContainerLocationProtocol is not the wire protocol. The actual RPC
protocol is defined by StorageContainerLocationProtocolService and exposed
through StorageContainerLocationProtocolPB.
Move the existing Java methods from StorageContainerLocationProtocol to a new
internal interface, such as StorageContainerLocationInternalInterface.
Retain StorageContainerLocationProtocol as an empty class with the same fully
qualified class name because it is still used as the Hadoop RPC protocol
identity and service-authorization ACL key.
Update internal implementations and callers to use the new internal interface.
Keep StorageContainerLocationProtocolPB, its @ProtocolInfo protocolName,
Protobuf definitions, translators, and wire protocol unchanged.
