We have incidents due to wrong usage of notifyStatusChanged in Ozone.
* HDDS-11750: This is caused by deadlock when notifyStatusChanged submits
another Ratis
* HDDS-16029: This is caused by notifyStatusChanged blocking during
ContainerBalancer Thread.join
One idea is to write a PMD rule to statically detect the following issues.
