Resolution: Implemented
This issue is already handled since the cleanup happens when
DiskBalancerService is *initialized* using this {{constructTmpDir(). So if
Datanode restarts than *DiskBalancerService* service is also restarted so
during initialisation it will do necessary temp Dir cleanup.}}
