In HDDS-13245, an issue with how deleted blocks are used when building the
merkle tree was identified. The fix requires a proto change, which has been
split to this separate smaller PR. This PR aims to do just the proto change
without affecting existing functionality, leaving HDDS-13245 to actually fix
the issue.
