Summary: Improve Rack Scatter Policy handling for full racks

The Rack Scatter placement policy tries to pick as many racks as possible to
create a pipeline. For example, for an EC container with 5 replicas, the rack
scatter policy would require 5 racks. In case one rack reaches full capacity,
new writes won't be allowed.
Should we have a fallback mechanism that allows placing the replicas on less
racks in such cases? The reasoning is that full rack failures are rarely
permanent, so it's acceptable to place multiple replicas on the same rack.
