Summary: Update containerIds Table with value to proto type for

As part of below, containerIds Table is added to keep track of open container
in datanode. This is to avoid double-open container in another volume.
HDDS-11650. ContainerId list to track all containers created in a datanode
Currently, value type is String, which can not be extended to include more
params, like replicaIndex. This is required for below Jira to keep replica
index:
HDDS-13174 EC duplicate replica handling for different index in datanodes
