Summary: Support splitting json output to multiple valid json
files in a directory

{{ozone debug replicas verify}} will write json to stdout by default, but may
produce a lot of output in some cases. Like {{ozone debug ldb}}, support the
option to specify a directory and have the output automatically broken into
valid json files written inside tha t directory.
