Description:
Speed up the building of MiniOzoneCluster by:
- by set a shorter `first.election.minimum.timeout.duration` to reduce the
waiting time for the first election
- by set a shorter `initial.heartbeat.interval` to reduce Datanode
initialization time, let Datanode register with SCM as soon as possible
