Summary: Support SCM enter safemode function and command

Currently, check safemode status and force exit safemode command is supported
for SCM. The function to let SCM reenter safe mode is not supported yet. Let
SCM reenter safe mode will be useful when there is some maintenance work going
on for the Ozone cluster.
