The goal of this task is to create a new module for MiniOzoneCluster and its
implementations, separate from integration tests.
- MiniOzoneCluster may be useful for other services (Hive/Impala/etc.).
- Easier management of dependencies: MiniOzoneCluster's dependencies can be
transitive, tests' dependencies are not.
