Current ContainerController#getContainers returns the container order decided
by ContainerDataScanOrder.
ContainerDataScanOrder is fit for BackgroundContainerDataScanner, but is not an
optimal one for disk balancer. If BackgroundContainerDataScanner and disk
balancer use the same order, they might choose the same container to run
different tasks.
