Description: In one of the clusters, we noticed EMPTY containers with
higher BCSIDs. That reported container was a re-replicated container. So, in
some corner cases, the container could have been created partially and that led
to report as an EMPTY container. (was: In one of the cluster, we noticed EMPTY
