Currently if a container is Replication handler doesn't accept any container
with a higher bcsid if the SCM is aware that the other 2 replicas are in closed
state and it drops the entire container report due to a bcsid mismatch. It
should not raise an exception on seeing a container bcsid mismatch rather
accept it replicate it across nodes. If the container reported is not in a
closed state and has a higher bcsi it should be replicated across other nodes.
The other 2 replicas should be kept around as well if they have a different
origin id. There should be 5 replicas in total as long as all the replicas are
not in closed state. 3 replicas (higher bcsid) + 2 other replicas with
different origin id.
