Description: {{ozone debug replicas verify}} will be a command that takes
various flags specifying checks to perform on replicas. The initial
implementation will move {{ozone debug read-replicas}} to {{ozone debug
replicas verify --checksums}}, since it verifies checksums of all replicas.
Further checks on the replicas can be added later with different flags. (was:
{{ozone debug replicas verify}} will be a command that takes various flags
specifying checks to perform on replicas. We can make {{ozone debug
find-missing-padding}} a {{-padding}} flag, and {{ozone debug read-replicas}} a
{{-checksums}} flag, since it verifies checksums of all replicas.
Later we can add a {{--blocks}} flag to do the metadata check described in
HDDS-11891)
