Summary: Create `ozone debug replicas verify` command

{{ozone debug replicas verify}} will be a command that takes various flags
specifying checks to perform on replicas. We can make {{ozone debug
find-missing-padding}} a {{--padding}} flag, and {{ozone debug read-replicas}}
a {{--checksums}} flag, since it verifies checksums of all replicas.
Later we can add a {{--blocks}} flag to do the metadata check described in
HDDS-11891
