Implement some low cost logging for the scheduling agents to get a better idea
of what's occurring. Metrics may be a substitute for logging if implemented
well. This ticket is borne trying to determine why ontrigger calls were not
getting called. It was not immediately clear and adding metrics/logging can
help with future debug.
