After a running process group is upgraded in place to a new flow version, the
process group attributes on component metrics are wrong in two ways:
* Components the upgrade didn't change keep reporting the previous flow version
* Components the upgrade added report no version control attributes at all
Logging isn't affected and shows the new version straight away. Stopping and
starting the process group fixes the metrics.
