I recommend just using PutFile to place a copy of the file where desired.

Local file permissions are a fun mess as David notes.  Though it is annoying 
for a user for us to be inconsistent here between FetchFile and FetchSFTP.  I 
was about to make an argument they're different due to permissions reasons - 
but that isn't really true.

This use case pattern can be quite common.  I could see why this is useful.
