    Description: 
* Doesn't use existing vswhere, tries to force installation with chocolatey. 
Workaround: remove existing vswhere, or just answer 'no' twice to the install 
prompt.
 * Unreadable errors when chocolatey is not already installed. Workaround: 
install chocolatey (as admin)
 * fails with missing Ninja when ninja is not installed, instead of installing 
it. Workaround: install Ninja with chocolatey
 * (probably civet) tries to install m4, doesn't detect failure, but the build 
works anyway
 * Doesn't work when NOT running as admin, because chocolatey needs admin 
access to install packages
 * Tries to use older MSVC version of CMake, instead of the python package, 
which fails. Workaround: choco install cmake
 * m4 package is missing
