Apache Tika dependencies should be upgraded to
[3.0.0|https://dist.apache.org/repos/dist/release/tika/3.0.0/CHANGES-3.0.0.txt]
to incorporate current major version features and fixes.
Tika 3 requires Java 11 as the minimum version.
Notable changes in Tika 3 include looking in the root class path, instead of
{{org/apache/tika/mime}} for {{custom-mimetypes.xml}} as described in TIKA-4147.
