The issue appears to happen under the following scenario:

Create a Controller Service in a Process Group.
Add a Processor that references the Controller Service.
Create a child Process Group.
Within the child Process Group, create a Processor that references the 
Controller Service in the parent Process Group.
Create a template that includes both the Processor in the parent group and the 
child Process Group.
Attempt to add the template to the flow, and it will fail with the error above.
